You can try this iRule.

when HTTP_REQUEST {
    if { [HTTP::host] eq "insideurl" and [URI::port [HTTP::uri]] eq "7777" } {    
         HTTP::redirect "https://publicurl:44444/abc[HTTP::uri]"
    }
}
