Does curl to the above URLs work?
# curl -ikv https://api.f5.com
# curl -ikv https://ihealth-api.f5.com
If you tail LTM logs while trying to upload to iHealth do you see any associated logs?
# tailf /var/log/ltm
If you're defining a case number on upload can you try omitting it?
