The CPU Utilization and ASM CUP Utilization

indeed, these can't be hard limits as there are many difference boxes with different specs.

 

also if you have lots of virtual servers and they all get about an equal amount of traffic the counters probably will stay at zero also.

 

is there a reason you worry about this? in my opinion as long as the box isn't showing any cpu usage but the traffic counters are going up and you dont have complaints, be happy.
