Manual resume of VS through iRule

The point of "Manual Resume" is that it requires operator intervention before returning a target object to service, so the short answer is "no". There is a way, however, to setup a Virtual Server that waits for specific traffic, and once received, logs it. This could be a matching trigger for alertd, which would then, in turn, modify the config (via tmsh), enabling the target. There are lots of gotchas here. What is your specific use-case?
