Issues with upgrading LTM VE from 11.3 to 11.6

I'm attempting to upgrade the LTM VE from 11.3.0.39.0 to 11.6.0.0.0.401. When I attempt to install the software I get Liveinstall is not supported on this platform even when the DB settings are enabled. I also, tried doing a fresh install image, by booting the VE using the ISO and get incorrect platform errors when I attempt to license the VE. Any ideas how I can get a working VE using 11.6 software? Thanks.
