Hi
In normal case. If when VIP down, both Active-Standby bigip alert VIP down, this symptom is not related with server. or network problem between BIGIP and Server. Backbone or L2 switch or etc.
And check server`s teaming log. and using vmac.
If VIP is using HTTP or HTTPS, set monitor gateway icmp and http/https both.
set monitor tcp(or http) and icmp help how to solve problem.
When this kinds of solution didn`t help, set tcpdump before problem occured.
Set 1 PC and command tcpdump not using -w option and set log session on your terminal program.
When event occured, analyze tcpdump log.
have a good day.

If you need reduce down time.
Set i-rule likewise this.
when client_accepted { if { pool mypool active_members < 0 } virtual second_VIP }
I didn`t remember correct syntex, but this rule is very easy.
search devcentral and test once and apply.
have a good day.
