I would appreciate your help in building irule
I need an irue that checks if a request is coming to the address that contains the URL https://owa.domain.com/EnterpriseVault
Will refer to a virtual list named symantec in port 80

Your question is not clear enough for an answer.
Please clarify what you need.
Also, look at Local Traffic Policies, which provide sufficient basic functionality to replace many simple irules.
