Fatal Error when upgrade or uninstall upgrade from F5 MP-2.1.1.140 to MP-2.1.3.217

We originally loaded the F5 MP-2.1.1.140 on one Ops Mgmt server and one RMS.     I am able to successfully upgrade / run the install on the Ops mgmt server but not on the active RMS.   ...
