Error log

My active box is generating this log messege"Limiting closed port RST response from 251 to 250 packets/sec ".

 

 

is this DOS attack, how can this be fixed. I found this on F5 support page:

 

Is this fix for it’sol7113: Limiting responses from BIG-IP LTM for ICMP errors and ICMP Unreachable events
