I had tried restarting both tomcat and httpd service but still unable to get it running.
was httpd up when restarting or was it down?
if it was down, do you know whether syslog-ng was running? was syslog-ng configuration customized?

have you generated qkview when the problem was happening? if yes, you may open a support case and see if they can find something. - Findus

Did you solve the issue? I am facing the same problem after upgrade to 11.5.2 HF1. Cheers, Peter

Hello guys, I know this is an old topic, but it's in my subject.
I'm running 10.2.3, and surrendly my Configuration utility stopped to run. SSH is OK, the box is running fine but I can't access configuration utility. Chrome doesn't give me any error... the website just try to load.
By SSH I could see activity on port 443(tcpdump), and Catalina is showing a "No access" error. What should I do? Restart tomcat? Does anybody see that before?
Thanks.
CAIO

Try restarting your Tomcat process, this is what helped me out with this issue..
