APM 11.4.1 Local DB users sync behavior

Hi, I have one cluster (ative-standby) of two APM's version 11.4.1. If i delete one user in localDB of Active APM the same user that userin the standby APM isn't deleted. Is that the normal behavior?

    Ok,But when i add one user in Active APM that user appears in Standby APM after some minutes.,,

      Inconsistency is annoying... Is that documented anywhere you know of (Not managed to get to 11.4.1 yet on mine).

      I'm sure I've seen a SOL on this but I can't for the life of me find it now. Grr

    The only SOL i found is about unlock localDB users Bug..
