You can use the first 3 for BIG-IP on 3 different Virtual machines. If only one device is sufficient, you can use either 1,2 or 3.

You can use number 1 for BIGIP System like load balance, DNS system, for number 4, 5 that's license about F5 management system, Please find step add license below,
