VIP landing page?

Hello All, I am curious is there a way when a user hit a VIP that they must accept the terms and conditions before proceeding to the VIP? Thanks in advance!

You can add irule to popup flash message but not sure about

accept condition

but in APM module has options to add landing page based on requirements..
