Switch Fail-over not working

We have an active/standby solution on version 10.2.3 that is plugged into two Cisco 2960 Switches. The diagram attached shows how it's connected.

 

 

We are having a problem where if switch 1 goes down everything is still up and working. However if switch 2 was the one to go down neither LTM can see our servers. So it's more or less like the traffic is only going through switch 2.

 

 

Now if we switch some cables around we are able to get this reversed where Switch 1 is the only switch that is working. We are port mirroring 1.1 and 1.2.

 

 

Any help would be greatly appreciated, I'm new to these F5 devices so I still have a lot to learn about them.
