i am not aware of it. anyway, why do you think there is periodic snmp trap?

if i got alert that LINK is down on monitoring tool , will i continue to get it as long as link is down ?

no, alert is triggered based on log message. anyway, you may try crontab script or in 11.4.0, there is periodic icall to see if it is applicable.
