Oracle Forms Connection Limit and Redirection

I have an issue with a client.

 

they have oracle forms running and they have a VS with 2 oracle servers running different applications. They have set a concurrent limit of 400 connections to a particular app, when the users hit 400 it would pop up an error saying "FRM-93520: Runtime Process not created: Maximum permissible number of runtime processes is exceeded".

 

They want to know if F5 can re-direct this traffic to another server which would be available. The thing is, this limit is defined on the application itself and not the F5. Is there an iRule that would help? if so, what kind of event should i use and whether there's an iRule available for this scenario?.
