Modifying how Webtop Links are Displayed to Users

I have spent all day trying to find where this would be achieved. I have successfully modified the sign in page to be branded how the organisation wishes it to be, however when modifying the actual Webtop where all the links are present, I am unable to find any advanced configuration that allows me to change how they're displayed.

Could anyone point me in the correct direction?
