LTM 6400s with different behaviour

I have two LTM 6400's. One is in our TEST environment and the other is in our PROD environment.

 

 

The LTM in PROD, does not allow access to the application login page if the request looks like http://203.19.171.22:443

 

 

In our test environment it does allow access to the application login page.

 

 

The only difference I can find is that the PROD applicance has a version: BIG-IP 9.4.3 Build 14.3 Hotfix HF3

 

 

The TEST environment has a version: BIG-IP 9.4.3 Build 11.0 Hotfix HF2

 

 

Could that account for the difference in behaviour?
