Link controller using the least utilized link

Hello,

 

 

I have a LC that is perfoming outbound load balancing onto three ISP links (directly connected). I need some assistance on how to set the LC to send the traffic based on destination ip address (or websites that are highly critical to the customer) to the least utilized link and/or link with the least delay.
