Last resort pool not working

we have configured on GTM whrere wideip is associated with last resort pool and primary pool is also configured when primary pool went down name resolution and connection doesnt go to last reseort pool. and last resrot pool is up we have tcp 443 as heath monitor on both pool primary and last resort pool i checked in DNS zone primay pool is have A recor however last seort pool is having no reord A record
