Hey! It worked!!

Here's my updated syntax: 

   bigip['LocalLB.NodeAddressV2'].set_monitor_rule([ node_name ],  [{"type" => "MONITOR_RULE_TYPE_SINGLE", "quorum" => 0, "monitor_templates" => "/Common/icmp"}])
