in partitioning, each is a separate domain with its resources (interfaces, IPs, VS. , ...) ?

    No, that's more a Route Domain or a separate vCMP host. You can create multiple partitions, assign different applications to partitions and then assign different user(s) access to manage these different partitions, and, hence, their own applications.
