GUI Access Issue After HA Testing...

Dear All, After I've tested HA between my two F5-LTM 1600 series, by turning off the Active device. But unfortunately, after turning on the active device, the mentioned LTM has not been loaded properly. It seems that TMOS has been loaded completely, but some of services might not be loaded/started. So, I can't access to its GUI through "" and also none of VSs / Pools has been run. So, presently the HA process goes fail; as a result, I've turned off the active device. But do anyone know what's the matter? It should be noted that, I've loaded the latest "UCS" and "SCF" files to checking proper running configuration. In addition, I've restarted some of key services like "httpd" , "tomcat" and some other services, but none of the mentioned solutions helped me to solve the issue. (the version of OS --> v10.2.4)
