GTM Syncronization
I have 3 GTMs, they all seem to have the same setup for synchronization, however, one is always the "master" if i update two or three, the updates will be removed/over written by one. Where is this defined?
The other odd thing is, if I add a new GTM to the synchronization group, it seems to take over this behavior and One is no longer acting as a "master" but four is.. as soon as I take four back out of the group, one picks back up.
Any idea what setting causes this ?

May be this can help.
Have the GTMs been recently upgraded to v11? A similar issue was observed when we upgraded our GTMs from v10 to v11, where the changes would not sync.
The fix for this was that we had to change the sync group name to another name and rename it back.
Number of devices: 2 (GTM1 and GTM2) Synchronization Group Name: Lab_SYNC_Group
You can find this setting under (System ›› Configuration : Global Traffic : General)
During Upgrade:

Synchronization Group name for GTM1 changed to: Lab_SYNC_Group_Upgrade

Installed v11 on GTM1 and booted to v11 volume

Installed v11 on GTM2 and booted to v11 volume

Synchronization Group name for GTM1 changed back to: Lab_SYNC_Group
