This is GTM v. 10.2.4
Why memory peak like this? Is this memory leak issue? or this is benign?

Doesn't look healthy to me but I've no experience of GTM so I can't be certain I'm afraid.

Mm... never seen anything like that from our GTM's on 11.2. But I notice that it's OS used memory. Which implies one of your daemons is perhaps growing, getting restarted... Is there anything in the logs (ltm or gtm) to say anything is being restarted?
