Force enabling a pool
The most obvious solution, I think, is to not have a monitor applied to the pool at all. If there's nothing there to detect an outage, there would be no reason why the VIP wouldn't pass the traffic to the pool member.
That said, I suppose there are probably two better options:

Redefine the monitor - a highly available resource is no better than its monitor, so a good monitor is essential. There are options to apply multiple monitors, and to create monitors that dig deeper into the application than just a cursory HTTP GET.

Combined with the first option, a way to a) alert when a monitor has failed, and b) provide an agreeable user experience when the server does fail (like a friendly maintenance page).
