I am trying to update to 11.6 from 11.3, my client has 2 3900's in a active-standby setup.
I have already updated my stanby unit to 11.6 with no issues but I am unable to sync the configs be...

I encountered the exact same issue a couple of weeks ago (units affected are running 11.6 HF3). Support suggested forcing mcpd to reload the config as per https://support.f5.com/kb/en-us/solutions/public/13000/000/sol13030.html and then to apply HF4 as suggested by arpydays.
