Could an iRule be created that would tighten web scraping and DoS for only a specific geolocation?

I am very new at iRules, and do not know if this is a reasonable idea. Currently, we block many geolocations. Is is possible to write an iRule that would use heightened security in the webscraping and/or DoS, and that heightened security applies to only specific geolocations, not all geolocations? I appreciate any thoughts or ideas. Thank you ~ Dianna
