It appears that device 02 is the most up to date, if you know there aren't changes on device 01, then you can sync to the group from 02. However, it's worth reviewing the config to ensure there isn't anything needed that will be overwritten.
That said, as device 02 is currently active it would certainly be safer to sync from 02 to the group. Just check the config on 01 and manually make any necessary changes to 02 before syncing

F5 BIG-IP having different times on the devices check NTP: System ›› Configuration : Device : NTP-(time.windows.com) how can test the ntp server does it work ?. if we want to set this time & synchronise then how it can be done? is it required down time?

no it will not require to reboot or downtime.NTP is recommended for this or you can manually set the time with the help of https://support.f5.com/csp/article/K3381 . let me know does it fix your issue or not.

If you're sure your active(self) device has the most recent configs in there then You may want to overwrite the configuration from 02 to 01. Sync may not work from 02 to 01 since there is a config conflict between the two appliances.
In Sync options: Enable sync device to group and select overwrite configuration. This should not break anything unless your standby device has the latest config than active device.
