Can we deploy GTM between 02 sites for automatic failover ?

We have 02 sites namely Primary and DR site. Primary site will be active for all traffic but we want our DR site to take over in case of outage/disaster of primary site. Do we need GTM in this scenar...

Please find the diagram below: Now i want to ask that if the link between primary site and internet fails which mean the whole site is down. will the traffic be diverted to the DR site automatically? Does F5 GTM modules has this intelligence and support this function ?

 

Note that our requirement is that all time Primary site will be active and DR will become active only if the Primary site is down/unavailable.
