Can we deploy GTM between 02 sites for automatic failover ?

We have 02 sites namely Primary and DR site. Primary site will be active for all traffic but we want our DR site to take over in case of outage/disaster of primary site. Do we need GTM in this scenar...

Actually we are suggesting our customer to use GTM for automatic Site failover. i know GTM can load-balance intelligently among multiple sites but its not required in ours case for now as primary site will be always active and traffic will be diverted to DR site only when primary site is not available.

 

What we want to make sure here is that, design wise and technically its recommended to use GTM for automatic failover and our solution is justified.
