can not access to f5 Big-IP 1600 LTM
I set Management port address:192.168.1.245, netmask:255.255.255.0, default root: 0.0.0.0. And I set IP for my laptop: 192.168.1.2/24. from my PC, I Ping successful to Big IP; but I don't access to MGMT interface through https://192.168.1.245. addition, i turn of proxy of IE. I don't known user, password to accesst Big IP. Pls guide me to access BIg_IP by https://192.168.1.245

is service.httpd.allow db set to all?
[root@ve11a:Active:In Sync] config tmsh list sys db service.httpd.allow sys db service.httpd.allow { value "All" }
if not, use "tmsh modify sys db service.httpd.allow value All" to change it.

Yes you will able to access your BIG-IP on MGMT address.
MGMT port is only for MGMT, whereas self IPs can be used for both production traffic and MGMT.

Did you test it on mgmt adress or on another?

Did you try what nitass suggested you ?
tmsh list sys db service.httpd.allow
If the result is not "Allow", please do this.
tmsh modify sys db service.httpd.allow value All
You can do this through console or ssh access if you have one.
