BIG-IQ and LTM Policies can't find where to manage them

Hi

So I attached some a policy to my VS as a resource, re discoverd and re imported into BIG-IQ

I can see it there under the VS, but I can't do anything with it. can't create new ones or copy it to another VS ?

Whats the story ?
