You should only have to do the re-license which essentially does a service check update. The following link has the minimum service check date for each version.

software version eligibility is tighten to to expiry date of support service.
for example if software version ... is released on march 1, 2024,
then you can only install that software if your support service was active on that date.you can check the support service status of your hardware in

So apparently, the original licenses were for v13. I did a grep Exclusive_version /config/bigip.license and received:
Exclusive_version : 11.6.*
Exclusive_version : 12.*.*
Exclusive_version : 13.*.*
Exclusive_version : 14.*.*
Exclusive_version : 15.*.*
Exclusive_version : 16.*.*
Exclusive_version : 5.*.*
Exclusive_version : 6.*.*
Exclusive_version : 7.*.*
Exclusive_version : 8..I was able to upgrade to 16 but when I went to 17 it said license not valid. Does this mean I need to purchase new licenses?

just renew the annual support & maintenance service.

Yes, you need to buy a new license. Your perpetual license is limited to above versions.
