Until I got to the end of your post, I had no idea you are talking about load balancer.

Been generic as possible, you need something to differentiate the users, like URL, cookie, etc... After you are able to classify the users, you can then just select wich pool you want to go.

F5 has LTM policy, that is easier for you if you don't fill comfortable with iRules. Also, iRules where you can write some code to perform the logic you need.
