ASM to stop commands

Hi Everyone,

I would like the experts to provide some guidance here I have a web application to which I need to give access to the portion of users. The problem is that if given the access they may also become capable of access the command shell and pass the commands to collect some information. Is there a way that I give access to these users and at the same time block them if they try to pass the commands or access the commands line shell.
