Your setup may be subject to the behaviour described in the SOL below where control plane and data plane tasks are on separate logical cores for 11.5+ and HT Technology platforms. If the guest has a 2 vCPU allocation then data plane traffic may be serviced by a single TMM under normal load conditions..
