add pool members in a disabled state

What you first do is create a node and then make sure the monitor fails. Once you see that it's in a disabled state you can then add the node as a member in the pool

That's a good technique. Here's another idea:
tmsh create /ltm node 10.10.10.11 state user-down tmsh modify /ltm pool local-pool members add { 10.10.10.11:80 }This will mark the node as disabled, so you'll need to enable from the node section.
