SSL TPS limit when reached , will it discard conections

please help me identify the correct set up. In a two dual core processors and a license tps limit 500 cmp enabled. tls connections are between client to vip and vip to servers. tls enabled vip uses 2048 keys. if the device experience 2560 new tls transactions / sec , what happens? According to me , Dual; core has total 4 tmms which is 4* 500 = 2,000 tps (2048 key is license tps) So i believe 560 connections will be silently discarded ?
