That is epoch time:

I just check that I have the same in my lab unit. If you want to change, just do:
touch /config/big3d/client.crt
[root@LABBIGIQ:Active] big3d ll total 8 -rw------- 1 root root 1468 Jan 1 1970 client.crt [root@LABBIGIQ:Active] big3d touch client.crt [root@LABBIGIQ:Active] big3d ll total 8 -rw------- 1 root root 1468 Oct 21 14:07 client.crt [root@LABBIGIQ:Active] big3d
That is just the file timestamp, nothing related with the certificate dates.
Run this command to get the certificate information:
openssl x509 -noout -text -in /config/big3d/client.crt
