LTM device management - syncing all objects

I have two 15.1.2 bigIP in Azure in a load balancer sandwich operating as active/active. I would like to sync all objects - including traffic objects - between the two. The doc says i should use a sync-only device group. I have established that, but objects are not syncing. Other doco says that traffic objects are only synchronised when traffic groups are used, and traffic groups require sync-failover. How would i sync all objects in the 'common', and any additional, partitions? Can you advise as to how?

    You can use Sync-Only to synchonize specific partitions (folders) between devices.

    Check inside of your partitions, you will see an option to associate a specific device-group to that partition.
