License throughput limits

Hello,

I have Question about License throughput on BIG-IP.

If we select 25 Mbps License, this 25Mbit is the limit for Inbound only, Outbound only or (Inbound + Outbound together) throughput?

I wonder what happens when this limit is reached or exceeded? Example: If we try to make a load of 40 Mbit on 25 Mbit License? How its this handled when its exceeded ?
