NimbostratusINOPERATIVE state when upgrading from 11.6.0.0.0.401 to 12.0.0.0.606
Hi F5 Team,
I am working with a VM VE LAB license which is working nice but when I try to upgrade from 11.6.0.0.0.401 to 12.0.0.0.606 state becomes INOPERATIVE. I mention that this virtual machine emerges with the BIGIP-11.4.1.608.0-scsi.ova downloadable from F5 Site I installed version 12 with 'tmsh install sys software image create-volume BIGIP-12.0.0.0.606.iso volume HD1.5' from versión 11.6 (which is Ok), after that I do 'reboot volume HD1.5', then it starts up on version 12 and when I enter CLI mode it only prompts: [root@VALV:INOPERATIVE:Standalone] config
What I did was
[root@VALV:INOPERATIVE:Standalone] config load sys config
It starts up, but state doesn't become 'Active'

I have faced the same issue while I was upgrading the F5 LTM 2000Series.
And I followed the following steps and it's work.
01- access via ssh and login with root ID
02- go to tmsh
03- stop sys service all
04- start sys service all
05- load sys ucs Base_Config.ucs no-license
*** after that prompts: root@(VALV)(cfg-sync Standalone)(INOPERATIVE)(/Common)(tmos) load sys ucs Base_Config.ucs no-license The connection to mcpd has been lost, try again. root@(VALV)(cfg-sync Standalone)(INOPERATIVE)(/Common)(tmos) load sys ucs Base_Config.ucs no-license Data Input Error: The file, /var/local/ucs/Base_Config.ucs, can't be found. Be aware, UCS filename should have a suffix, .ucs.

07- reboot ////

On another attempt I try to reactivate license manually but doesn't work either
Have you ever deal with some kind of this? Trying to upgrade from some version 11.6 to 12?
Should I revoke license?
Also I can notice that I cannot logout from GUI if I log in (on version 12).
