Bot Profile - Transparent Mode ?

Why do we need transparent mode in Bot profile ? I do understand for signatures to be staged part but do they also learn about Trusted , Untrusted Bot , Suspicious Browser, Malicious Bot which is the reason we need to first place in under transparent mode ?

The idea behind transparent mode is to give you time to understand traffic to your application(s) before blocking known bad actors. By observing good bots, bad bots, unknown bots, etc. you can make a more educated decision about when and which bots to block. As with staging, the goal of starting out in transparent mode is to prevent blocking of legitimate clients or degrading the user experience with your application.
