In reality the GTM is a bad choice for Global Load Balancing for cloud services that don't have static IPs. Simply because the GTM is completely unable to monitor an end point based off of hostname (ie Amazon's elastic IPs). This one thing completely negates automatic Region or Data Center Failover. When SLAs are involved GTM can't even be put on the table as an option in this scenario.
