There are two node in the system. One will send request to the other through loadbalance with tcp link.
The two node are in different network,
ex: one 10.0.1.17, the other 10.0.3.17.

The above situation sounds odd. I can't think of a reason that the BIG-IP would be sending those RSTs unless the back end node was failing to answer the connections, and sending RSTs because it was overwhelmed with connections.
Perhaps there's a connection limit being reached somewhere? Are you sure these are originating from the BIG-IP, not the node behind it and just being passed along?
