VSAT connection as ISP

Dear all i have 2 isp links and 1 VSAT links. I am using f5 LC for ISP inbound and outbound traffic. I am facing some issues--

 

I created a pool and as a node i put both isp and Vsat ip.

 

Issues: 1: When isp 1 fails traffic is going to another isp2, but the time isp 1 is come up, traffic is not going back to isp1.

 

2: When both isp is down traffic is not going to Vsat.

 

Also please help me to creats a monitor as well so it can tell F5 that isp is down or up.
