if you do not want 3-way handshake when pool is down, you need to disable virtual server or turn off virtual address arp.

Another less used feature which could apply in this case is the "Verified-Accept" feature on the tcp profile.
This will only respond to the TCP-SYN if it gets a response from the 1 of the pool member. You will have to customizae a tcp profile from the default "tcp" and enable Verified-Accept.
