I am on Code 11.6
I have noticed in 11.5 you can't disable pools you can only delete them. If I disable all of the Nodes it doesn't disable the pools.
So i had to disable the Virtual Server. After disabling the Virtual Server I could still ping the address. Am i missing something.

To your last point you'll need to disable the virtual address and uncheck ARP and ICMP echo on its properties for good measure.
You can disable pool members or use the force offline option too. Obviously ping would still work unless you did the first option.
