You need to provision the guest before you can deploy it. The following description for the 'Deploy' state is from v12 but I believe it's still valid for v13.
ProvisionedWhen you move a vCMP guest to the Provisioned state, the system allocates resources (CPU, memory, network interfaces, and disk space) to that guest. The system also creates virtual disks for the guest and installs the selected ISO image on them. A guest does not run while in the Provisioned state.
